this is very clearly chili thrip damage.
the first step is understanding the biology and behavior of the chili thrip, including its life cycle whose duration is largely a function of temperature and humidity to a lesser extent. that information is necessary to make effective choices in treatment application (frequency, time, etc). without action, plant death is very likely, but if you have cold enough winter they wont survive and thrips are gone. in usa they can only overwinter in south and west coast. south texas but NOT north texas for example. so if you live in minessota they wont be a problem after a winter so long as you experience a deep freeze with duration of several days or more.
