Why not both? Depending upon the mulches and chemicals used, not to mention the pH of irrigation water and amount of rains experienced, I’m sure it can vary from season to season. Checking it a few times annually should help you make running changes to prevent any potential issues.

Roseseek’s advice will be helpful, especially if you have to change the pH of the soil around each of your roses. Any practice that keeps you involved in monitoring your roses more frequently is always a good idea.
