I bought a few bare root roses and one possibly has crown gall. It has some bumps growing around where it looks like a branch was cut off. I was thinking maybe it could be a callus, but I’m not sure.

I don’t think so, however, if you want to be safe, buy some fertilome Fire Blight powder. It kills bacteria. Double the recommended amount listed on the container and paint the graft and spray the roots and the top. You could soak the bottom half of the rose also.
