When did you notice this growth, or how long have you observed this? It looks like Rose Rosette Disease. Today, if you have not already done so, cut the entire cane down to the ground. Put the cane in a black plastic bag and let it bake in the sun for a week, then discard. Also spray the rose and any adjacent roses with bifenthrin. You have about 20% chance of saving this bush according to research. For more information go to roserosette.org. Iām sorry, RRD can be devastating but with diligence you can keep your roses healthy. Also look around your neighborhood and determine if there are other roses in the area that could be the source.
Lastly, once you see new growth coming from the base of rose, examine it closely. If it looks normal, all is well, if it is distorted dig it up put in a black trash bag and back in the sun for several weeks then discard.

Looks like chilli thrip damage to me. You say it is an Austin rose. Do the canes on this plant usually have lots of thorns, as do many Austin roses. The leaves show chilli thrip damage.
agree that this looks like chilli thrips. if in dallas youll want to consider a control management plan and dont be fooled by winter disappearance. theyll come back likely. apparenty they are widely established even in landscapes now so threat is imminent
