It has styrofoam like texture when I scratched it.

Welcome to the Forum AR,
It doesn’t look like gall to me, more like a surface root. If you are paranoid about it, get a container of ferti*lome Fire Blight powder. Double the dose on the container (would be 2 tablespoons) and drench the entire base of the rose and soil. This is no guarantee but can act as a preventative.
