Roses were doing wonderfully, leafing out nicely, lots of buds, basal breaks. Then 2 nights of hard frost in low 20s. Few days later still looked good, I thought I had missed the bullet. Time to begin blackspot prophylaxis so sprayed with propiconazole. 2-3 days after that foliage shriveled, little buds all dead.
Did propiconazole contribute to this disaster? Is there hope?

Most likely frost damage. Damage doesn’t always manifest immediately. Remove damaged foliage and your roses should be fine.
Most likely frost damage. Most roses should recover unless they were very young and mostly new tender canes. It can take sometimes take several weeks for all the frost damage to be seen.
I am in 8b and am seeing significant frost damage. I agree with the others that that’s most likely what you have and not due to the fungicide. Varieties are affected differently so certain roses have had no frost damage and others quite a bit. My recommendation is to re-prune the crispy, blackened stems. Inside the damaged ones you will see spongy, brown centers that need to be pruned off til you get to good wood. Nothing good will grow from those damaged canes so it’s better to get rid of it and start fresh.

Possibly. I think Propiconazole, a systemic fungicide, could have been mixed too strong a tank mix or applied to frost stressed, dry roses. Prune again and let them regrow, it is early in the season.
