RRD? Or stressed plant with new growth?

This is my Chris Evert rose, planted in the spring. The plant is a bit stressed because I slowed down my fungicide regimen in October and the weather simply hasn’t cooled here in Ga (zone 8a).

I did recently get in and remove quite a bit of foliage to get rid of black spot. So the plant could just be responding to the slight pruning with new growth.

No overly-thorny areas or obvious witches-broom, but some of the leaves are misshapen. One looks like a straight-up maple leaf. Some newer buds are pretty elongated but the stems are still round and the thorns are the right shape.

Is this RRD? Help!

Note that the residue on the leaves is from the recent round of fungicide (mix of propiconazole and mancozeb)

of South Carolina, in your region, I appreciate that you spray your roses to prevent black spot which is a problem where we live. I hope you are a member of a rose society near you, the ARS Consulting Rosarians can be very helpful.
