There several excellent fungicides that are efficacious against Rust. Dithane/Mancozeb, Myclobutanil, Azoxystrobin. There are several others, however, they are very expensive. Daconil is good, but Mancozeb is better.
I have found what used to be called Bayer Advanced 3-in one rose treatment to be very effective against rust. I take care of a church rose garden which is inundated with rust every year. The Bayer product (name has changed but it’s still in blue bottle) works but must be applied before rust shows up. Also be careful about using it if there are a lot of bees present.
